ANNEX 01THE PASSAGE

The Alliance has achieved what previous generations could not: a clear path forward and the resources to pursue it.

Two ships are prepared. Tau Ceti I, located 11.9 light-years away, has been allocated, remotely surveyed, and officially recorded. The convoy will depart within months, during the current Window.* There are 344,900 berths available; this is not merely an expedition, but the foundation of a new civilization.

Applicants will remain in stasis during the journey. Each registrant must agree, before departure, to the terms that will govern life upon arrival. This agreement is formalized in the charter, which must be ratified before departure.

The Directorate invites all Alliance registrants to review the annexes below and submit applications while the Window remains open. While you may not have chosen your birthplace, you now have the opportunity to choose your future.

Passage contracts may be inherited but cannot be transferred. The projected crossing exceeds 90 years. Krittika operates at all latitudes.

Rated cruise times assume standard sail deployment and an uncontested lane. The Directorate does not provide insurance for deviations.

Bloc petitions are advisory until ratified into the charter. The Directorate does not adjudicate doctrinal matters.

The charter is sealed at departure and remains unchanged for the duration of the crossing. No amendments are possible during transit.

The Directorate is aware of unauthorized notices circulating in the maritime districts. Registrants are reminded that projected crossings are published in good faith, departure notices serve as official records, and defacing Directorate materials is an offense.* The lane remains open. All figures are on record. There are no obstructions in the water.

ANNEX 05PROCESSING & ALLOCATION
01Who may apply?

Alliance registrants in good standing may apply. Dependents are covered by the primary contract. Berth class will be assigned rather than chosen.

02How long is the crossing?

The Committee on Celestial Mechanics projects a fast passage at rated cruise will take 41 to 47 years, while a long passage will exceed 90 years.

03What may I carry?

Each berth includes an 11 kg personal allowance. The Archive is available on every hull. The Continuity Commission allocates cultural mass, but submission does not guarantee inclusion.

04May I transfer my berth?

No. Passage contracts are heritable and non-transferable. A berth unclaimed at seal passes to the next name on the ledger.

05When does the Window close?

Closure is determined by celestial mechanics and is not subject to appeal. The Directorate advises applicants not to wait for a later Window. There is no later Window.

06What is the charter?

The founding instrument of the colony was ratified before departure and sealed for the crossing. The charter remains unsigned, and the Coordinator position is currently vacant.

By applying, the registrant consents to medical, genomic, and archival analysis of the household, both living and deceased, as outlined in Annex VI, and waives any right to remedy in all current and future jurisdictions, including those beyond Earth.
